Upcoming Brooklyn Community Board Meetings

The tail end of the month is not a big time for Community Board meetings, but there are a couple coming up next month, culled from the Daily News compilation of Brooklyn meetings:

Community Board 13. (Coney Island, Brighton Beach, Gravesend, Seagate) will hold its next board meeting at 7 p.m. April 30 at Coney Island Hospital, 2601 Ocean Parkway. On the agenda, reviews of these committees: Parks and Recreation; Public Safety; Education, Library and Youth Services, and Nominating.

Community Board 15. (Sheepshead Bay, Manhattan Beach, Kings Bay, Gerritsen Beach, Kings Highway, East Gravesend, Madison, Homecrest, Plum Beach) will convene at 7 p.m. April 29 at Kingsborough Community College, 2001 Oriental Blvd., in the faculty dining room. The agenda for the evening will include a review of construction in the area.

Hoyt Street Alliance Criticizes Oyster Bar Decision & Community Board 6

The Hoyt Street Alliance, which led the fight against the controversial oyster bar that Jim Mamary wants to open at 294 Hoyt Street, are circulating a letter about developments and plans after Community Board 6 voted in favor of a liquor license for the establishment last week. They say they will fight the liquor license at the state level, that the procedure used for community meetings was flawed and that there are questions about whether the bar is too close to a church to get a license, among other issues. Here are a few excerpts:
Hoyt Street neighbors were extremely disappointed by CB6’s decision last week to support the creation of a new liquor bar in the center of a 5-block-long residential area. The location, 299-301 Hoyt Street, was occupied for the previous 25 years by a pediatrician...The possibility of a 48-foot-wide barroom intruding between such iconic neighborhood sites, in an area heavily traveled by children, is an unfortunate image for the neighborhood and for Brooklyn as a whole...Whether or not the bar intrudes on the 200-ft. buffer space required by law between it and the church to the north and the elementary school to the south is still a matter for debate; different maps disagree on the exact distance. That the bar is not welcomed by its residential neighbors is certain. However, since the Community Board has now taken the extraordinary step of recommending to the State Liquor Authority that the proposed liquor license be granted, it will be a tough fight to stop it...

...CB6 urgently needs to craft new methods to address the runaway proliferation of eating and drinking establishments in South Brooklyn neighborhoods. Much confusion exists about what the Board’s role is supposed to be in this process. We hoped they would act as advocates for local residents, and were unhappily surprised to learn that few members saw themselves in that light...In at least this instance Community Board 6 did not consider the best interests of the community. From what we could tell many of the members do not really see it as part of their job. Yes, our neighbors may have been a bit upset by the prospect of a bar, but that should not be surprising. We did not know that our impassioned pleas for help would cause us to lose a popularity contest among the board, and that our penalty would be to get a bar on our block. We thought CB6 would be interested in hearing why a bar at this location is a bad idea, but that was not the case. CB6 needs to look at itself in the mirror over the way it handled this issue, and the community in general should look at CB6. We ask everyone who cares about this neighborhood to join us in demanding that the board represent everyone, not just the bar owners.
The contentious issue is bound to live on for a while, not to mention the broader issues raised about the process and how it was handled. CB6 is holding some neighborhood sessions on issues raised by bars and restaurants.

Upcoming: Community Board 6 Sessions on Restaurants & Bars

Community Board 6, which has taken some heat in the days following the vote to grant a liquor license to that controversial oyster bar on Hoyt Street in Carroll Gardens is hosting two informational meetings "in an effort to better understand the rules and regulations governing restaurants and bars in our district." The sessions will include representatives from government agencies and local precincts to "answer any questions in respect to noise, smoking, backyard usage, garbage and other related issues." The first session, for resident in the 76th Precinct is tonight (4/16) at 6PM at Community Board 6, located at 250 Baltic Street. The second session, for 78th Precinct residents, is next Wednesday (4/23) at 6PM at the 78th Precinct, which is located at 65 Sixth Avenue. There are issues and concerns in both communities, so the sessions will be interesting.

Bklink: Budget Cuts

The city is looking to save some money by trimming Community Board budgets, a move that will save the city under $1 million but that could be devastating to the boards in the context of tiny budgets. Says CB6 District Manager Craig Hammerman, who is one of the candidates running to replace outgoing Council Member (and Brooklyn Borough President candidate Bill de Blasio): "The only thing I can speculate is that the mayor doesn't like us."--Brownstoner

Bklink: Community Board Cuts

Community Boards are considered valuable by some and scorned by others, but they perform some vital functions at the most basic community level. The boards, however, are facing 5-8 percent cuts, "which may not sound like much, but cut into already limited resources...After all, the CBs serve the equivalent of decent-sized cities, as the districts contain 35,000 to 200,000 people, but have a paid staff of three. (The board members are volunteer appointees, as are committee members.) Perhaps the main role the CBs play is in advising and/or voting on major land use issues...However, unlike independent cities of equivalent size, the CBs don't have professional staff in planning and other departments."--AYR

Community Board 5 (East New York, Cypress Hills, Highland Park, New Lots, City Line and Starrett City) will hold its next board meeting at 6:30 p.m. on Wednesday, March 26, at the board office at 127 Pennsylvania Avenue.

Community Board 9 (South Crown Heights, Prospect-Lefferts Gardens, Wingate) is meeting at 7 p.m. on Tuesday, March 25, at Middle School 61 Auditorium, 400 Empire Blvd. The agenda will include a public hearing on the citywide statement of needs for city facilities for fiscal 2009 and 2010.

Community Board 7 Votes Against Congestion Pricing, Cites Issues with Residential Parking Permits

Brooklyn Community Board 7 (Windsor Terrace and Sunset Park) rejected Mayor Bloomberg's congestion pricing plan at its monthly meeting Wednesday night. It objected primarily to the Mayor's inclusion of a residential parking permit system within the congestion pricing plan.

The New York City Department of Transportation (NYCDOT) developed the residential parking permit system to address community concerns about a lack of on-street parking potentially caused by congestion pricing.

CB7's objections to the Mayor's proposal reflected concerns raised at two separate community forums, held in Windsor Terrace and Sunset Park respectively. They included the effects of the plan on public space, such as decreased access to public parks and museums; questions over the boundaries of the permit zones and their impact on park-and-ride activity in neighborhoods; the exemption of New Jersey drivers from congestion pricing; and questions about permit regulation and enforcement.

Another major concern was that Brooklyn would not receive an adequate portion of the revenues raised by congestion pricing.

Upcoming: Burg/Greenpoint Land Use Session


The ULURP Committee of Community Board 1 is meeting tonight (2/26). The meeting starts at 6:30PM and will take place at Lady of the Snow Society Inc. Facility, which is at 410 Graham Avenue (between Withers Street and Jackson Street). The agenda includes a request from St. Nick's for a letter of support regarding the preservation of affordable housing at various sites. It also includes ongoing discussion of the city's inclusionary housing program, the Grand Street rezoning, issues regarding the Department of Buildings and revisions to the city's loft law.

Upcoming: CB7 Bldgs & Construction Committee Meeting

The Buildings and Construction Subcommittee of Brooklyn Community Board 7 is having a meeting today (2/7) at 6:30PM. It takes place at the Board's office, which is lcoated at 4201 Fourth Avenue, with the entrance on 43rd Street and Fourth Avenue. The agenda includes review of a draft of a booklet called "Know Your Rights" and discussion of non-renewal of insurance due to flood zone issues. A number of projects will be discussed including review of the plan for 162 16th Street, discussion with residents of 313-314 23rd Street about a new development at 312 23rd Street, violations at 614 Seventh Avenue, updates on a lawsuit against the developer of 18-20 Jackson Place and other issues.

CB6 Committee Public Membership Time

Want to joint a Community Board (well, Community Board 6) Committee? Your time has arrived. We got an email from CB6 that it's accepting applications for membership to its committees. Here's the info:
It's that time of year again when Brooklyn Community Board 6 (CB6) reconstitutes the composition of its standing committees. Although CB6 committee membership must be composed primarily of a majority of Board Members, membership is also open to Non-Board Members as well. This allows for broader, grassroots public representation on the Community Board's standing committees, and encourages and facilitates citizen participation in local government within our communities. The Brooklyn CB6 district includes the neighborhoods of Carroll Gardens/South Brooklyn, Cobble Hill, Columbia Street District, Gowanus, Park Slope, and Red Hook.
Applications can be picked up at the CB6 office at 250 Baltic Street from Monday through Friday from 10AM-4PM or can be downloaded by clicking here. The committee appointments are for one-year terms and start February 1, 2008. Committees that are available include Economic/Waterfront Development, Parks/Recreation, Housing/Human Services, Public Safety/Environmental Protection, Landmarks/Land Use, Transportation and Youth Services/Education. The deadline for submitting applications is January 9.

Community Board 6's Craig Hammerman to be Inducted Into NYC Hall of Fame

We were reading down a long list of luminaries being inducted into the New York City Hall of Fame this weekend, including names like chef Lidia Matticchio Bastianich and musician Tito Puente, when we came across a very figure from South Brooklyn: Craig Hammerman. Mr. Hammerman is the District Manager of Community Board 6 and is being inducted in the volunteerism category. Here's what the press release says about him:
an extraordinary community volunteer who motivates and organizes citizens to solve problems and improve lives. His volunteer positions include: Chairman of the Board, Prospect Park Track Club; Ombudsman for the P.S. 372 PTA Executive Board; Park Slope Civic Council Trustee; Honorary member of the Police Department’s Honor Legion; and Founder and Executive Director of Friends of Brooklyn Community Board 6, Inc.
The induction ceremony is Saturday afternoon (12/8) in Flushing. Congratulations to Mr. Hammerman.

Community Board Funding Measure Signed by Governoer

New York Gov. Eliot Spitzer has signed a measure that will help Community Boards to do planning under the state's brownfield program. The measure, introduced by Sen. Velmanette Montgomery and Assemblywoman Joan Millman allows Community Boards to apply for certain planning grants from the Brownfield Opportunity Areas program. The measure had previously been vetoed by Gov. Pataki. The revised bill--which allows the boards to compete for the planning money--was passed on July 20.
